Mac Sealed

Can an Apple computer with a broken seal be resealed and considered new from the manufacturer?

I've just purchased a "new" iMac from an Apple reseller. When I received the unit today, I noticed the original seal (typical to any Apple computer, you've seen the seal) was broken, and replaced with another seal. The reseller claims that a broken seal/reseal scenario is a common Quality Control measure by Apple. I've been in contact with Apple via customer service representatives, and they informed me under no circumstances do they break seals and then reseal and sell as a brand new computer. Between my family members and myself, we have purchased 5 Apple Mac products in the past year and neither exhibited the broken seal/reseal scenario. Can a Mac that has the original seal broken and then resealed possibly still be considered "new?"
