Where can I download a form handler and photo editor for free?

I am creating a website using dreamweaver and I would like a form handler preferably one that a creates a web page with the results of the form and sends out a confirmation email. I would also like a photo editor just to resize photos without making them look weird, nothing extra. Where can I get this software for free?
