Decade could see big changes in energy, schools
Cars that run on algae. State politics increasingly dominated by suburban Republicans. An education system that blurs the lines today distinguishing high school, college and technical training.

Does Visual basic have an option to make a canvas to draw on?
Or do I need to use C#/C++? How hard is it in c++? Are there any good tutorials out there? Whoever gives the most or most helpful tutorials on Visual Basic and C++ will get the best answer.
You can use either of the programming languages to do what you are wishing to accomplish. But if you already know how to use Visual Basic, then it will be easier to develop your project with that than trying to learn one of the variations of C.
A quick Google search using the following keywords will most likely give you a start on what you want:
visual basic drawing program

It is estimated that 80% of all information come in ordinary people through the visual system, so that vision is the dominant sense in the classroom for school students. As a result, taking good care of vision is overwhelmingly important for children because poor vision is quite likely to affect school performance.
There are many visual symptoms that may signify learning disabilities in children, such as reduced concentration, sore eyes or excessive eye rubbing, headaches or tiredness after reading. Other common warning signs contain frustration when reading or writing, misreading or skipping words or lines, and avoiding, crying or screaming when forced to do homework.
Most of the mentioned visual symptoms can be treated through receiving a simple eye test from an eye doctor and getting a pair of eyeglasses. However, this may be not enough because solving these basic visual difficulties does not mean that children are ready for good performance. They still need further steps such as stopping writing things backwards and coding more effectively. In other words, basic eyeglasses can not offer visual skills that are not innate.
Some visual skills of reading, writing or spelling require a process of learning, rather than simply get a lens, a colored lens, an ADHD pill or anything else. The process of learning to be a good student is just like the practice of many athletes. For instance, a great footballer needs long term football practice, which teaches experience and appropriate skills. The situation is quite similar to a tennis player, a piano player and so on.
When it comes back to learning in children, training of appropriate visual skills are necessary, in addition to simple reading eyeglasses. An eye exam from a doctor can only detect visual problems, rather than teach children visual skills. There are some programs that present visual training, which are claiming spectacular and rapid results. Behavioral Optometrists is a good source of many therapy programs.
