Creating web graphics?

I would like to know what good software can I use to create web graphics,animated gifs,borders,backgrounds, etc. Some software seems to have templates, but what can I use to make animated gifs from scratch. For example, I seen an animated pic of a skull with it's eyes lighting up. I imagine the skull is drawn on paper than scanned on a pc and animated. Anyone know how gifs are animated from scaratch? Photoshop, dreamweaver and macromedia flash are waaayyyy too pricey. I want to start creating my own web graphics rather than getting them off free sites.

Photoshop and frontpage are in a league of their own (as far as price goes). Try the serif packages - they are free. Alternatively, a really good one is Xara Webstyle. I have version 2 which was excellent but I believe they are now on v.5. Go to the site http://www.xara.com and search the downloads. I do believe that some of the older versions (2, 3, etc) are free to download but you may have to pay for the latest versions.
