How do I build a Saloon in Age of Empires III: War Chiefs?

I've only ever seen it in the campaign once, it was already built.

What civilization are you playing? I don't believe the tribes can build saloons, but they may be able to produce soldiers through the xp bonuses and such.

It's an age 3 or 4 building for European settlers.
